I see that staples has a Proview PL913S 19 inch lcd moniter for 279.94. Are proview moniters any good?

It's an excellent price, but that monitor only has VGA input. If you get a DVI monitor, you'll get better image quality. You should be able to get a 17" LCD with DVI input for the same price. It'll only have a 17" viewable area instead of 19", but they have the same amount of pixels so you won't be losing any screen area.

What computer will this be used with?

Agreed with Luca - 17" with DVI would be my suggestion. Check Newegg for some panels, such as this (note: some panels may not include the DVI cable):

If you're really set on getting a 19" though, maybe check these, seem to get good reviews, and have DVI:
