I have no idea what the rules are, but apparently tugs are only used in that harbor for docking and departure. Those big ships are actually pretty maneuverable for their size, and this would not have happened without the power loss.

Anyway, anyone who is curious can have a play with AIS* to see just how complicated the shipping ecosystem is, and just how much of a down-range effect it's already having. If you scroll around and have a look at all the little green dots, those are the ships awaiting departure/arrival to Baltimore Harbor that now have no place to go. Down-harbor is where the mess really gets interesting. You east-coast Americans is gonna have to wait for your Chinese things.

Scroll around and you can click on arrows/dots and get the ship's info. It's pretty neat. What's really awesome is how up-to-date this system is. The current image for Dali shows her in her crashed-into-a-bridge state — excuse me, her "allision" state.

Also, an excellent video from an actual expert on the subject.

* The green, pointy-rectangle bottom-center/right is the ship in question, still making out with the bridge.

Yeah tugs are not going to escort once the ship leaves port, they have other ships to deal with. Thankfully we have not had any big ships hit the bridges here in Vancouver, but there are three ports here in Greater Vancouver, one in the city, one up the river, and one out seaside, which is where all the really large ships go.
