Is thee any way to record from a miniDV camera but only record every 15th or 30th frame? (or whatever the frame rate of the format is. (29.97?)

You're not an idiot. I worked with iMovie for a while and had to be shown by somebody else because I didn't know where to find the option in iMovie. Glad you found it though.
