Recommendation for cheap PC Graphics prog?

I need to find a cheap, or preferably free, piece of software for the PC for my school. The less I spend on it the more I have left to spend on things I want. All my colleagues really need to do with it is resize pics and save as jpegs. Any thoughts?

There are many to choose from and YMMV.

It might be more than you need, but GIMP (http://www.versiontracker.com/dyn/moreinfo/win/31822) would be my choice.
