I'd rate the accent as..passable, maybe even pretty good. It's not *quite* right, but better than most American actors manage...
The movie has a bit of a "Joker" vibe to me - Joker meets the Devil Wears Prada, maybe? I think painting Cruella De Ville as "misunderstood" is going to be a hard sell, even with the mean barking Dalmatians.
For something a bit smaller, we watched "Baby Done" last night. It was pretty good - Rose Matefeo is good in it, but they made the same mistake a lot of movies do - in order to inject "drama" they needed the main character to behave so badly that I lost sympathy for them.
