I have Mojave on an archaic MacBook Pro too, and I also get the black-and-white unicode placeholder squares. As you may have guessed, it's because the colorful blocks are part of more recent emoji definitions that Apple never released for older versions of macOS. On newer versions of macOS (or phones with modern iOS), the colorful blocks show up just fine.
