Sellers aren't trying to "sucker" people when they do that, generally. eBay doesn't take commission out of your shipping charges, so they mark those up to make a better profit and eBay gets less. They're sticking it to the man, not to you. (Usually.)
That said, if the seller didn't disclose the shipping charges, you need to report that.
