I always shave with a two-razor women's razor (usually a Gilette sensor/excel), on my face, my legs (when I get around it it), and my arms (usually only before going out). I don't use shaving soap either... I just shave under the water in the shower. It works surprisingly well — I find it irritates my face much less than shaving with shaving soap/gel/whatever.

Women's razors are good because the angle of the blade seems to separate me from fewer parts of my face, and the blades are usually more widely spaced, so they don't clog as much when I get around to shaving every few days.

Waxing is excellent. I would thoroughly recommend it (provided you have a reasonable pain threshold — it's really not that bad). If you worried about regrowth then perhaps you should think about an Epilady (my partner uses one, and swears by it, provided that you use it regularly).
