Elysium. As RS mentions, I think the main sub/rail station should be built in the upcoming terraformed zone, since it will have easy access to the mob trap and comm exchange. Plus I think we've planned a community meat farm to be built above the mob trap as well. One-stop shopping!
But I don't see why you couldn't build the rail out to The Mall. We can tweak it to meet the station when the time comes.
