I'd suggest finding a theme that you like, and then modifying it a bit to suit your likings. There are a million themes out there and once you have a general starting point, then you can tweak some graphics or modify the layout a bit to what you really want.
I'm not really sure what you mean about Irish themed with a Philly spin... but finding a starting point would be a good idea.
