It's not a chemical, it's an active bacteria culture. They live in water. Toss in a dry brick of them, they activate, and then attack any larva. Won't work except in a pond or puddle. (Although I have heard of people seeding their lawns with them, I dunno how well it actually works.)

Yeah. The stupid things are basically here year round. We get a little reprieve the week in December where the temp drops into the 30s/40s, but it's not enough to kill off their population.
