Yes, the Help Viewer is not very good. It's practically unusable on a dial-up connection for example. Generally speaking, it works better when your Mac is not connected to the internet even if you have a fast connection.
Computer help systems are nearly useless on all platforms. It is generally much quicker to randomly try things or hit Google. Oh for the days of printed manuals...
