If the Mac Pro Mini supports RAM upgrades and has a couple "slots" for SSD's, I think that will be good enough. Apple's M1 GPU is already a potent little thing, and the M1x 16-core version is likely to be on par with at least mid-tier desktop GPU's. I can't see much need for that particular box to be massively upgradeable. RAM and storage will cover the vast majority of user needs.
