Paul, do you rely on iCloud for photo storage?
If so, there’s a setting in Photos that allows you to optimise photo storage on your iPhone.
Maybe after an update that setting was toggled off and is causing this abnormal reporting? I know you don’t have any photos on your phone - but maybe there’s something connected to this setting.
