When we type the tilde (~), that's shorthand for your own Home folder.
So, go into your own user Library, and you'll see a Safari folder.
Generally, any setting or cache or whatever that you'd use in your own personal work will be in the Library folder in your Home folder (in other words, "~/Library"). Anything that's used by all users would usually be in the System Library.
