Of course it is.
Like I said, it's not that Apple needs the money. It's that third parties do. If macOS costs money again (and iOS costs money for the first time other than those weird iPod touch upgrades), it sends a signal that it's OK for software to cost money.
Right now, it's all "but iOS is free! but Facebook is free! but these games are free-to-play!".
