It does to a point. Most people who suffer from epilepsy know they do and know what triggers seizures, so they don't need to be told (or maybe they prefer to be so they can make wise decisions?)
Those who are more severely disabled and rely on a caregiver don't usually get to make that choice and need an informed person to make it for them. Thus, the warning does serve a useful purpose beyond just CYA. However, I have seen at least one person react to the most basic and otherwise subtle change and we simply learned not to take him to any movies.
