I would think the "clients" are ad sellers (like Google, Yahoo, MSN, and DoubleClick), not ad buyers. They pay people less to click the link than they get paid for the link. (The buyer might pay them 15 cents per click-through, while they pay the sucker who's doing this for money 2 cents per click-through.)
