It’s a little early for grape vines to wake up, and it varies by varieties, if it still gets below freezing a few times a week, it likely won’t.
You don’t want fungicides on the leaves, if you do it must be before the leaves come out. In all likelihood the vine is fine, but it’s hard to say. If the vines still have a mostly brown color, it’s likely okay. Living tissue will have some flex to it, dead wood will either be soft and rotten, or very stiff.
