I figured it was some photoshopped liberal chain letter "omg" type thing that gets circulated. But, searching around shows that both people actually do look quite a bit like each other. Though, I'm sure a large part of their similarity is due to seeing them juxtaposed in similar positions, as, if you inspect either face you will see plenty of fairly large differences, that said, the scowl is uncanny.
