Newton had them, they worked *beautifully*.
Ditch the file-based system completely, and use meta-data to organize your stuff. Map folders -> metadata and back if someone wants to use a traditional file-based view, but also allow for pub/sub access from users and/or apps, and metadata-derived tagging.
Most of the pieces to do this are there, they just need to be put together into a *coherent* whole.
