Looks like a fungus to me, hard to tell from that photo, but it looks similar to what I’ve seen before. Fungus like that will present either white, black or orange spots. Usually it only grows on dead wood, but not always. You can either cut off (sterilize the pruners after) the branches, or leave them and spray. If you are going to use a fungicide, do it before it leaf’s out if possible. Preferable if the weather is dry, and doesn’t get below freezing for a few days.
