I import photos into an new event when I use iPhoto Export Simple viewer it exports in the same order as in iPhoto. So I just want to freely move and arrange, so when I export they will be in the order I want, not based on date or rating etc.

Photos in Events default to chronological order.

If you want to re-order photos, put them in an Album, where you can rearrange to your heart's content.
