For anybody interested in an update:

We lived in that apartment for a year, moved as soon as our lease was up. While that guy was a pain to live next to, the reason we moved was so that we could adopt a dog. After the events of the original posts here I ended up taking all his weird gadgets, put them in his mesh sack, and tied it to his door handle. I changed my wifi network name to 'Apathy', monitored my network traffic, and told him I was doing so. That one year I lived next to him was interesting, and he was an annoying neighbor to have, but that's about it.

Seriously, he needed to just STFU, and apply tinfoil to his walls. :P
