If I sit at my old G4 and access my wifes new intel Mini, whose processor is executing any programs that I run? In otherwords, if I load Parallels onto her machine - can I then run it from my beloved old G4?

How do you mean 'access her intel Mini'? Through remote desktop/VNC?

The applications will be running on your machine so, no, you will not be able to run parallels. As turbulentfurball said, you can use remote desktop or vnc to control the mini.
