I'm curious about how effective it is to track down and report people who spoof your domain name for bulk emails. Even if I have the abuse email address for an ISP in a non-English country, how likely is it that they'll understand and act on rectifying the problem?

Depends on the company. Roadrunner here in the USA won't do anything about users on their network unless it poses a serious threat. A user on their network hacked in my web server which does break at least one federal law. Roadrunner basically did not care since it did not pose a serious threat.
