Just to clarify, the reason for this is because posting "The store is down!" just results in a thread that has to be locked in a few minutes. The store always comes back up within a few minutes, and at that point, someone's going to post a new thread about whatever was just released. Or, if nothing was changed, there won't be a need for any new thread at all.
I think it's okay to post a response to a speculation thread announcing that the store is down and speculating that Apple might be getting ready to announce new products, but posting a new thread simply creates needless clutter.
P.S. Expanding on LudwigVan's post, Apple also will often update the store during the holidays, adding a holiday shopping section or something. They probably already did that earlier this season, but I don't know.
