I'm a COMPLETE newbie to video - Is there a product where you could set the color, saturation, detail, and other filters to each frame? Kind of like photoshop for movies? I understand this would take a HUGE amount of processor time - I do happen to have an extra g4 that could be run for a LONG TIME to do this process.

Most editing programmers have colour correction tools built in. Final Cut Pro has some completely acceptable ones built-in. I think even Final Cut Express does as well. You should consider looking into those applications for that.
