how do I assign keys in OSX? (not shortcuts)

hello

I am looking for a way to re-assign some keys on my macbook.
I do not mean to create shortcuts, but I simply want to:

a) disable the 'caps lock' key (damned thing)
b) change the bottom 'enter' key into an extra 'ctrl' key..

is there any way how to do this within OSX or maybe with 3rd party software?
I found threads about controllermate and quickeys, but they seem to either only work for shortcuts or need the software running all the time..
(I must admit I did not install that software, but only read the info pages of them)
