Difference between Tiger Upgrade DVD and Tiger User Install DVD

This is an email I received from ADC. I do not get what they mean by User Install DVD. Could some one please clear it up for me? Note: I downloaded the 8A428 build and found no difference between the upgrade DVD and the build.

Dear ADC Mailing Recipient,

By now you have probably received your May monthly mailing which
includes the Mac OS X v10.4 Tiger Upgrade DVD. Please know that we
are also sending the Mac OS X Tiger User Install DVD in your June
monthly mailing, which is scheduled to ship the week of May 23.

In the meantime, for your convenience we have given you access to
download Tiger Build 8A428 from the ADC Member Site. This is the
same build as the Mac OS X v10.4 Tiger User Install DVD that will be
in your June mailing and is the same build as the Mac OS X Tiger
commercial product that is shipping to customers. To download, log
on to the Downloads area of the ADC Member Site at connect.apple.com
using your Apple ID and password.

Not having received my User Install set yet, I *believe* that the Upgrade set requires a working installation of MacOS X on the machine, while the User Install set will allow you to install onto a completely blank drive, or one with only OS9.

That's also my take. The Upgrade DVD that ships with new Macs that don't have Tiger pre-installed does not build Tiger from scratch. It also wouldn't let me deselect all the foreign languages that I didn't want to waste half a gig of hard disk space for.

I was able to do an archive and install installation on my pbook. I had the option of doing a clean install as well.

I was able to do a clean install. I could also deselect all the foreign languages as well as printer drivers. So maybe the only difference is that it first checks if you have 10.3 installed, and after that it lets you do whatever you can do with the User Install DVD

But why would apple go through the trouble of sending an upgrade DVD when theyre going to send a user install DVD anyway, if the difference only exists in checking for a previous version of OS X

After the upgrade checks for 10.3 and allows you to proceed with the install, is it safe to go into Disk Utility and zero the HD before installing Tiger, or could that abort the "upgrade"?
