Is it possible at all to add a border to a cropped video clip that'll wrap around the whole perimeter?

You can under under Effects ->Video Filters ->Border

However they are kind of chinchy looking I usually make my own in Photoshop with an alpha channel, say in a targa or tiff, and just use those. to get the border option to work you have to use the crop tool btw.

This is FCP HD btw..
