The software restore discs that came with your PB should have a copy of GarageBand on them. If you want to burn GarageBand to a DVD or something, you would want to transfer /Applications/GarageBand.app and /Library/Application Support/GarageBand.

Sorry if I misunderstand this question, but if you're just updating your OS, you could do an archive and install (maybe even an update) and it should preserve GB for you - not requiring you to relaod the app.

Well, I'm personally quite anal about updates and do like to perform a clean install (after backing up my files before hand first) so I may not be the best person to offer you advice in this matter. Bear in mind, though, you must be prepared to reinstall your pref files, or at least the ones you want to keep. And, whilst on this topic, I like the fresh install option because it is a great chance to "houseclean" and get rid of apps or general crap that I have not used in ages. Good for the soul - good for the HD.
However, Brad usually advises to go the archive and install route. It really is quite simple and harmless. If you do a search for "install update OS" it comes back with about 5 pages of matches ... but here are two threads that relate to what you're asking about more closely: click me I seek advice |

Well, I think im going to just do a clean install, because I'm going to be moving up to new software anyway (CS2 series) and final cut 5.. so I wont be using alot of the apps anyway.
ontop of that my os has been booting up slowly, and firewire has some probs, maybe a clean registry or something will fix that.. |

The Mac OS has no registry a la Windows. There may be permissions issues and such, however.
