So I was lucky and got a new powerbook battery, but my old battery still holds perfect charge. Will I get billed if I don't return this battery? What's the deal on this?

Yes, you'll get billed if you don't send it in. You must return the old battery ASAP.

They did, but it doesn't state what the consequences are if I don't return it.

It only provides instructions on how to return it.

You could play the "I didn't know it, it isn't wrote anywhere" card. But be sure it isn't. Re-read ALL of your stuff and wait until they charge/contact you.

I sold my replacement battery. Apple doesn't have any of my billing information.
