Long story short I locked horns with IT on campus and they block certain services. At first I thought they block everything, but I was wrong. I could access a streaming audio server from outside campus so I thought they blocked port 80. Sweet! I changed Apache to 8080 but no dice. (Even 9010) It seems there is some device that detects Apache traffic specifically and kills it. SlimServer's Web interface still works and audio too. To do application level filtering, they must be using a gateway. So that leads to my next crafty idea: Can I change Apache to mimic some oddball server not in the IT blacklist?
Ohhh, IT loves me. Hahaha!
(BTW: I have at least one faculty member on my side too. I passed along my info and am hoping for some changes)
