Curious...

When turned on will new Intel Macs show bios screens, similar to Windows boxes?

What do the Delevoper Macs do when turned on?

They will.

That's just the BIOS (Basic Input Output System), which controls the basic functions of the hardware. If you boot up with and hold down Option-Command-O-F, you'll get a glaringly bright white screen with little black text, which is the Mac BIOS, Open Firmware.

The BIOS screen will be hidden, if they use a BIOS system at all in the retail versions. EFI seems a more likely choice to me based on what little reading I've done on this issue.

It says on the apple webpage (forgot where so I could link it) and in another thread that the Intel Macs will not use Open Firmware. On another note, its not safe to assume anything by looking at these developer machines. Apple just threw together some pc parts and put them in an Apple Case (how very un apple like) to get a Mac running on an Intel chip out there so developers could test their software. The production models will mostlikely be like the Apples of today, just with an Intel chip instead of an IBM chip on an Apple motherboard.

Sometimes ... things that are expensive ... are worse.

The PDF you are referring to is known to be somewhat inaccurate (or, rather, unprecise) on several accounts.

Intel Macs, however, are most likely to use EFI, not BIOS, and not Open Firmware.
