I tried to open Photos and got this message:
The library "Photos Library" is from a newer version of Photos.
Please upgrade Photos to open this library.

When I do this, there are no photos. All gone. I looked in Pictures and see Photo Library and
Photo Library 2. I look in Get Info for both. The original Photo Library shows 35GB. The Photo Library 2 shows 2.5MB. But when I click on Photo Library (original, 35GB) I get the above message.

I did reinstall Mojave beforehand for another reason. I have iMac Mojave.

What should I do now?

1) Make sure all of your software updates are done.

2) Find the original library (with 35GB) and double-click it. If you get the same issue, then next

3) If neither of those two things works, then I would suggest just reimporting all of your photos. use the Import option in the File menu, point toward the originals, and hit GO!

kscherer - I have already tried all that. When I try to Import, the Photos library is grayed out. I wonder if it has to do with the fact that I had to reinstall Mojave.

Find the library and right-click on it, then "Show Package Contents". That will open up the package. You can then find the originals file, which is where all of your pictures are living. That's just so you know where they are. They can be moved or copied from there if need be, and then imported from the new location.

And double-clicking on the folder does nothing?

Be sure to replicate the 35GB Photo Library somewhere. All your photos are in it and you can pull them out if need be. Right click on the library and Show Package Contents. They have moved things around in the newer version so I don't recall exactly where the image files are in there, but you can search around to find them.

Then, you can import those as images and not a Photo Library. you will lose changes and such, but at least you have your images/videos.

I have looked at Show Package Contents and it did show the originals, sorted by year. However, I'm afraid that if I copy that and import, I will only get pictures with no names and no folders, just sorted by years only.

Double clicking on the folder only brings back the Upgrade Photos again.

Yes, if you re-import you will lose all of the fun things you have done to your library.

Can you run something other than Mojave? I'm thinking you may need to upgrade the OS to get a newer version of Photos.

Can I Restore my photo library intact with Time Machine?

Yes.

And you can also go backward until you find a copy that is not "newer".

I realized that when I reinstalled the OS it only installed the base version; it never told me to update it. So I just did this and it solved the problem.
